It turns out that a website’s age does affect indexing, even though it is technically reset after a backorder. I added another 20 articles to each website.
On the newly registered domain — 0 pages indexed after 24 hours
On the backordered domain — 19 out of 20 articles indexed, with traffic continuing to grow
